Terms of Reference of AHPPC
- advising and making recommendations to AHMAC on national approaches to public health emergencies, communicable disease (excluding chronic disease) threats and environmental threats to public health, including long-term threats;
- national coordination of emergency operational activity in health response to disasters;
- advising on national health protection priorities and coordinating the allocation of health resources to these priorities;
- facilitating development and adoption by states and territories of national health protection policies, guidelines and standards;
- giving strategic direction to and supporting the work of CDNA, PHLN and the Environmental Health Council;
- consulting and negotiating with other relevant agencies, including the Australian Population Health Development Committee (APHDC) and other principal committees, on the development of national public health emergency planning, coordination and control; and health protection priorities and strategies;
- promoting alignment of jurisdictional strategic plans and activities with agreed national priorities;
- considering health protection issues which may impact on Aboriginal and Torres Strait Islander health outcomes; and
- overseeing national activities and strengthening health protection infrastructure and capacity nationally.

Terms of Reference of APHDPC
The Development Committee's role will encompass:
- Identifying and advising AHMAC on new and emerging population health issues, including disease trends, new technology and interventions, in consultation with other relevant bodies including Principal Committees as appropriate;
- Advising and making recommendations to AHMAC on development, implementation and evaluation of national policies, programs and priorities, in relation to population health outcomes, chronic disease and child health and wellbeing;
- Promoting alignment of health and related sector effort with agreed national priorities;
- Overseeing national activities and strengthening health development infrastructure and capacity nationally, including workforce, information and standards;
- Considering population health, chronic disease and child health and wellbeing issues which may impact on Aboriginal and Torres Strait Islander health outcomes.
Notes:
- There has been a division of responsibility between the Development Committee and the Australian Population Health Protection Committee in relation to HIV/AIDS, Hepatitis C and sexually transmitted infections so that the Development Committee will take responsibility for programmatic strategy, while the Protection Committee will oversee surveillance. The focus of the Development Committee?s role will be to apply a health development perspective of the management of these epidemics, noting that there are also other communicable diseases with important chronic aspects and other chronic diseases with infective aetiology.
- The Terms of Reference for each AHMAC Principal Committee are as endorsed by AHMAC and remain subject to review at the initiative of AHMAC or on the recommendation of the Principal Committee.
- The Development Committee will report to AHMAC annually on activities and progress in implementing workplans. Workplans and budget for the Development Committee are to be endorsed by AHMAC.
- Secretariat for the Development Committee will be hosted by the Australian Government Department of Health and Ageing (DoHA).
CLINICAL, TECHNICAL AND ETHICAL PRINCIPAL COMMITTEE (CTEPC)
Terms of Reference of CTEPC
The CTEPC will consider, and provide advice to AHMAC as appropriate on:
1. Clinical, technical and medico-ethical developments that are likely to affect more than one jurisdiction.
2. Appropriate options for the ongoing coordination of clinical and technical services that are managed on a national basis.
3. The appropriateness, effectiveness and safety of clinical and technical developments.
4. Any policy implications of clinical, technical or medico-ethical developments and options available to AHMAC for the effective management of such developments.
5. The likely impact of clinical, technical or medico-ethical developments on the delivery and management of health care and other services.
6. The likely impact of clinical, technical or medico-ethical developments outside of the health care sector.

Terms of Reference of HPPPC
The role of the Health Policy Priorities Principal Committee is to advise AHMAC on national issues, in need of reform or the development of new or revised health policy, for the health system generally and specifically in the core business areas of health care of older Australians, mental health, primary care and rural health.
The Health Policy Priorities Principal Committee will:
- In line with AHMAC priorities, identify areas of the health system in need of reform and provide advice on areas for priority and specific focus;
- Identify reform objectives and outcome proposals and consequent implementation programs for change and improved performance;
- Provide ongoing advice to AHMAC on emerging areas for reform, policy development, priority issues and on implementation progress;
- Coordinate the implementation of specific reform proposals and specific change programs in line with decisions taken by AHMAC and its agreed priorities;
- Ensure health sector and community consultation processes in areas of reform, new or revised policy;
- Ensure individual initiatives in general that are otherwise being proposed or introduced across the national health sector accommodate specific areas of reform that are in train and or take account of AHMAC decisions in relation to the Health Reform Agenda; and
- Ensure alignment of standing committee, sub-committee and working party plans and activities with agreed priorities.

Terms of Reference of HWPC
The Health Workforce Principal Committee will:
- Advise AHMAC on national health workforce policy and strategic priorities, including the development of agreed jurisdictional positions where strategically significant and advantageous
- Align the allocation of nationally agreed resources (eg annual AHMAC budget allocation) with these national priorities and goals
- Advise AHMAC on and oversee projects on priority workforce issues
- Oversee and coordinate national activities, including workforce subcommittees, working groups and projects
- Facilitate alignment of health workforce activities with the National Health Workforce Strategic Framework
- Engage with peak groups and organisations, including the private health sector, as required
- To provide an interface with HWA and its work program, ensuring that jurisdictional views are provided into specific HWA policy and programs.
